The Environmental Protection Agency (EPA) announced changes to drinking water regulations that require the City of Hickman to identify all materials used in the construction of all water customer owned service lines. The goal of these changes is to identify and remove all lead pipes in the drinking water system. The City of Hickman must identify all materials used for all water service lines. We need your help in collecting the data!
The Nebraska Department of Environment and Energy (NDEE) is requiring the City of Hickman to submit this information before October 1, 2024. If the required information cannot be gathered from the homeowner, NDEE may require the City of Hickman to excavate private lines in order to identify them. That would be very time-consuming and expensive. We need your help to complete this requirement.

- REQUEST FOR RETURN OF UTILITY DEPOSIT

The City of Hickman entered into an Electric Lease Agreement with Norris Public Power District as of October 1, 2024 and is no longer providing electrical billing services for electricity provided to customers, and therefore desires to return all electric service deposits to be returned to the account holder. Any deposits on account that are not claimed by March 31, 2025 will be turned over to the State of Nebraska Unclaimed Property Division, a repository for money and other personal assets considered lost or abandoned. Form must be completed by the account holder and submitted to City of Hickman, PO Box 127, 115 Locust Street, Hickman, Ne 68372 or emailed to officeassistant@hickman.ne.gov

- The purpose of rate design is to develop utility rates that reflect the cost of service and accomplish goals established by the City. While improvements may cause short-term rate increases, they provide for long-term stability of supply that enable the City's utility departments to serve our community and expected growth. - WHAT DOES THE CITY SPEND THE UTILITY REVENUES ON?
- City Budget Expenditures vary from year to year based upon Cost of Operations, Debt Service, Equipment Purchases, and Capital Improvement Projects. Cost of Operations are based upon last years routine expenses. Debt Service is scheduled according to amortization schedules of the City's actual bonds/loans. Capital Improvement Projects are forecast into future years and proposed during annual city budget workshop meetings for elected officials to decide which projects and equipment purchases to prioritize.
- Below is an example of expenditure* percentages for the city's water and wastewater departments. Expenditures are funded by utility revenues.
