City's New Park Concept in the Terrace View Neighborhood!

The City of Hickman wants to announce a conceptual park plan in the Terrace View Residential Subdivision at 839 Titan Drive. The concept plan, designed by JEO Consulting Group Inc., was presented by Mr. Eric Casper, Project Manager/Senior Landscape Architect, at the June 25, 2024 Hickman City Council meeting.
The park concept includes:
- Three recreational pickleball courts.
- One recreational tennis court.
- Playground equipment.
- Public restrooms.
- Water fountain.
- Picnic tables with shade shelters.
- Open green space for recreational soccer/flag football fields.
The concept also includes streetside parking, pedestrian trail connections, and park illumination lighting.
In 2018, the developers of Terrace View Subdivision, Baade Property LLC (Alan Badde, Manager), and 301 Investments, LLC (Steve Arens, Manager) entered into a Subdivision Agreement with the City of Hickman. This agreement included the generosity of the developers to deed to the City at least 2.5 acres of contiguous property at no cost. As part of the Development Agreement, permitted uses for the 2.5-acre parcel would be restricted to a city-owned and operated municipal swimming pool facility or park area with recreational equipment. In November of 2020, the voters did not approve a bond issue proposed by the City of Hickman to fund the construction of an aquatics center.
If the City does not build upon the parcel with one of the allowable uses listed above within seven years from the date of acquisition, then, unless otherwise extended in writing by the Subdivider, the 2.5-acre parcel shall be deeded back to Baade Property LLC.
City officials are excited to offer this popular recreational opportunity to their citizens and appreciate your support of the project in our community. City Staff is researching funding resources, grant opportunities, and corporate sponsorships for the park. The availability of funds will determine the timeframe for the construction of this municipal park project.
